The 2027 Corporate Event & Incentive Cost Index
2026 was a fuel shock. 2027 slows the climb, but almost nothing gets cheaper. Here is what that means for your sales kickoff, your conference and your President's Club trip, line by line and in dollars.
Every major forecast has 2027 costs still rising, just at about half of 2026's speed
The 2026 spike came from fuel. Brent crude is on track to average $96 a barrel in 2026 against $69 in 2025, and jet fuel 63% more (EIA, including its fourth-quarter forecast).1 Airline fares in the Consumer Price Index were up 22.4% year over year in September.2 For 2027 the forecasters agree on deceleration, not relief.
The pressure also moves. Air and fuel ease, while the costs you pay on property (banquets, service charges, labor, taxes and small line items) keep climbing faster than the headline. That shift changes where a smart 2027 budget looks for savings.
"I don't think that anybody's going to give anything back if things become somewhat cheaper."
Steve O'Malley, COO, Maritz, in Skift Meetings, Oct 14, 20266
Maritz tracks the small items too, and they tell the real story. Between 2025 and 2027 its cost for a cocktail centerpiece goes from $25 to $40 (+60%), a one-way airport transfer from $142 to $184 (+30%) and a musical trio from $5,000 to $6,700 (+34%).6 Over the same two years Maritz's total cost per attendee rises about 7.6% (6% then 1.5%), so these line items are climbing four to eight times faster than the headline.
What this means for your 2027 budget
- Plan on 2026 actuals plus about 2% as a floor, not as a forecast of savings.
- Re-price every small line item from 2025 quotes. The fastest inflation is in the items nobody re-bids.
- Treat GBTA's 1.5% airfare figure as the low case. It was published before oil peaked in September.3
US room rates rise about 1.6% in 2027, while Europe and Mexico City climb two to five times faster
CoStar and Tourism Economics forecast US average daily rate up 3.1% in 2026 and 1.6% in 2027, which puts the national average near $168 a night next year (J.Shay arithmetic from CoStar's 2025 actual of $160.54).47 Group demand is the healthy part of the market: CBRE reports convention-linked group RevPAR up 5.4% through April 2026.8
A public benchmark for every meeting city: the FY2027 federal lodging cap
Market room rates for second-tier meeting cities sit behind CoStar's paywall. The cleanest public benchmark is the federal lodging per diem, which the GSA resets each October from market data. It is a cap for government travelers, not a group rate, and it excludes tax. Across 21 meeting cities (18 shown below) the FY2027 cap rose a median 4.1%, well ahead of the 2.7% rise in the standard rate.11
| City | FY2027 cap / night | vs FY2026 | Total lodging tax | Cap + tax |
|---|
Las Vegas is the buyer's market
Las Vegas room rates fell 5.0% in 202515 and are up only 1.9% for January through August 2026, while convention attendance is up 10.5% over the same months.16 More meetings at flat rates is the rare combination that gives planners leverage on concessions, not just rate.
Luxury and resort rates run hotter than the market
CoStar forecasts luxury rates up 5.9% in 2026, close to twice the market,17 and CBRE reports first-quarter 2026 luxury RevPAR up 7.0%.8 President's Club programs buy almost entirely in this tier, so the national +1.6% understates what a top-tier resort will quote.
"Top-line growth will still be driven by ADR."
Amanda Hite, President, STR (CoStar), in Hotel Dive, Aug 20264
What this means for your 2027 budget
- Budget the tax, not just the rate. Chicago's $202 cap becomes about $240 with tax; Orlando's $153 cap becomes about $172.
- Use Las Vegas leverage for concessions: complimentary rooms, waived resort fees, lower F&B minimums.
- For incentive resorts, plan on rate growth closer to the luxury trend than the national average.
Domestic fares hit a record $445 in mid-2026, and 2027 relief depends on oil
The Bureau of Transportation Statistics put the average domestic fare at $445 in the second quarter of 2026, the highest unadjusted quarterly fare it has recorded and 11.2% above a year earlier.18 The 2025 annual average was $387.
The US Energy Information Administration expects jet fuel to average $2.97 a gallon in 2027, down 16% from $3.55 in 2026.1 That is why GBTA forecasts business airfare up only 1.5% in 2027.3 GBTA published before September's oil spike, so the risk sits on the upside.
"That's stunning to me because it's not like there's that much more money that goes into a per-person budget."
Steve O'Malley, COO, Maritz, on air allowances rising from about $400 to about $650 per person, Skift Meetings, Oct 14, 20266
What this means for your 2027 budget
- Lock group air when you sign the hotel. Capacity, not just price, became the incentive risk in 2026.
- For a domestic SKO, budget round trips at or above $549, BTS's Q2 2026 round-trip average, until carriers publish 2027 schedules.4
- Every dollar of air growth comes out of the on-site experience if the per-person budget is fixed.
Hotel wage growth has cooled, but show labor and staging materials have not
Total compensation in leisure and hospitality rose 2.6% in the year to June 2026, below the 3.4% for all civilian workers.27 The pressure in production sits elsewhere.
The gap between what a technician earns and what a show bills is the production story: labor is sold through contractors at union and overtime rates, and staging, truss and exhibit structures now carry steel and aluminum tariffs. In key convention cities, contracted wage steps add more. Los Angeles's hotel-worker minimum wage is $25.00 from July 2026 and $25.50 from July 2027, after the city amended its schedule in May 2026,31 and Las Vegas Culinary Union contracts carry 32% in raises over 2023–2028.32
"Great production does not have to be expensive, but indecision will always be expensive."
Jim Russell, Global Head of Business Events Services, Maritz, and Chair, MPI International Board, in Meetings Today, May 15, 202625
A $6,100 qualifier, line by line: hotel and air take 46 cents of every dollar
The 2026 Incentive Travel Index puts spend per person at $5,500 globally (+7.8%), $6,100 for North American buyers and $6,000 for technology companies.33 Its budget split shows where that money goes.
Budgets are tight for 2027, and buyers are trading down on place, not on quality
For 2027, 30.7% of incentive buyers plan to trim per-person budgets (33.2% in North America), 52.1% plan to match inflation and 17.2% plan to improve. Their first cuts are gifting (55.4% of those cutting) and a cheaper destination (47.3%). Yet top-tier accommodation is now the number-one destination must-have, cited by 47.9% of buyers, up from 34.3%.33
Mexico swung from a 2025 favorite to negative momentum while it got more expensive in dollar terms: a dollar bought 17.24 pesos in September 2026 against 18.50 a year earlier, 6.8% less.34 CBRE reported Cancún rates up 21% and Riviera Maya up 15% in the first half of 2025.35
The tax gross-up nobody budgets for
An incentive trip is generally taxable income to the qualifier, and most sponsors pay the tax so the reward stays whole. In 2026 the federal flat rate on supplemental wages is 22%, plus 6.2% Social Security below the $184,500 wage base and 1.45% Medicare.36 Many top sellers earn above the wage base, so two cases are shown.
Illustrative federal employee-side arithmetic only. It excludes state income tax, the employer's own payroll tax on the grossed-up amount, and the 37% rate that applies to supplemental wages above $1 million. Taxable value and guest travel vary; confirm treatment with your payroll and tax advisors.
"The value of incentive travel depends on delivering an experience people want to earn and can reach with confidence."
Padraic Gilligan, Head of Consultancy and Research, SITE, in Conference & Meetings World, Oct 14, 202638
A worked 2027 President's Club budget: 80 winners plus guests, four nights
Same approach: J.Shay's planning rates for a 4.5-star resort, every line included (lodging, air for two, meals, awards dinner, two excursions, gifting, ground, staff, production and registration), before agency fees.
| Per winner + guest, 2027 | Program cost | Per traveler | Tax gross-up | With gross-up |
|---|---|---|---|---|
| Scottsdale | $9,691 | $4,846 | +$3,119 | $12,810 |
| Mexico: Los Cabos or Cancún | $10,901 | $5,450 | +$3,509 | $14,410 |
| Maui | $12,340 | $6,170 | +$3,972 | $16,312 |
| Lisbon | $12,951 | $6,475 | +$4,169 | $17,120 |
Gross-up at 24.35% (federal 22% supplemental, Medicare 1.45%, Additional Medicare 0.9%) on the full program cost, before state tax.36 At 29.65% (an earner still below the Social Security wage base) the Mexico gross-up is $4,594. Agency fees and contingency are excluded.
Per traveler, Mexico lands at $5,450, about 4.5% below the Incentive Travel Index North American figure once its 6.4% agency-fee share is removed ($6,100 × 0.936 = $5,710).33 Maui and Lisbon run higher mostly on air: $3,100 and $3,800 for two travelers against $2,000 to Mexico.
What this means for your 2027 budget
- Add the gross-up to the program budget on day one. On a $6,100 trip it is about $1,900 to $2,600 per qualifier before state tax; most top sellers fall in the $1,964 case.
- If you must trim, cut nights or gifting before the hotel tier. Qualifiers now rank accommodation first.
- Price Mexico in dollars at today's peso, not last year's.
More than eight in ten planners expect per-attendee costs to rise in 2027, led by product launches at 91%
GBTA puts the global meeting cost per attendee per day at $263 in 2026 and $267 in 2027.3 American Express GBT's 2027 survey of 500 planners shows how widely planners expect increases.20
A worked 2027 SKO budget: 300 people, two nights
Most published SKO "benchmarks" are vendor ranges with no method behind them. This one shows every line. It uses J.Shay's planning rates, checked against public prices: hotel tax from HVS,12 the BTS round-trip fare,18 and The Venetian's 2026 banquet menu with its 25% service charge and 8.375% tax for the evening events.21
| Per attendee, 2027 | Dallas | Las Vegas | Orlando |
|---|---|---|---|
| Lodging, 2 nights incl. hotel tax | $781 | $923 | $752 |
| Daytime F&B (breakfast, lunch, breaks) × 2 days | $330 | $330 | $330 |
| Two evening receptions with bar | $499 | $499 | $499 |
| Round-trip air | $549 | $549 | $549 |
| Ground transfers | $140 | $140 | $140 |
| AV and general-session production | $157 | $157 | $157 |
| Keynote or facilitator | $50 | $50 | $50 |
| Registration, app and communications | $105 | $105 | $105 |
| Onsite staff | $17 | $17 | $17 |
| Swag and gifting | $150 | $150 | $150 |
| Total per attendee | $2,778 | $2,920 | $2,749 |
| Range, every line low to every line high | $1,564–$3,724 | $1,463–$3,808 | $1,486–$3,606 |
Before agency fees and contingency. Lodging uses J.Shay's 2027 planning rates plus local hotel tax: Dallas $339.50 a night from our budget calculator, Las Vegas $407 and Orlando $334, the midpoints of the January 2027 group rates in our SKO destinations guide; the low case uses the federal FY2027 lodging caps instead.11 Las Vegas resort fees are not included. Rows may not sum exactly because of rounding.
Three lines drive the result: lodging (27% to 32% of the total), round-trip air (about 19%) and the evening events (about 17%). Per-attendee cost barely moves between 150 and 600 people in this model: fixed costs fall per head, but production scales up with the room. For comparison, GBTA's meeting cost of $267 per attendee per day plus the average round-trip fare comes to about $1,083 for two days; it leaves out lodging and evening events.3
"There's no such thing as late registration. This is what registration is."
Ken Holsinger, EVP, Industry Research & Insights, Freeman, in Skift Meetings, Oct 13, 202639
Late registration matters for cost because hotel blocks and F&B guarantees are set long before attendees commit. Attrition and minimums turn a soft headcount into money spent on empty seats.
What this means for your 2027 budget
- Set the room block on last year's pickup, not this year's invitation list, and negotiate attrition on cumulative pickup.
- Product launches show the widest expectation of increases; budget production contingency there first.
Dallas ranks fifth among North American meeting cities for 2027, with room rates rising at the slow end of the range
American Express GBT's meetings team ranks Dallas fifth in North America for 2027, behind Orlando, Las Vegas, Chicago and New York.20 Its Hotel Monitor forecasts Dallas corporate rates up 1.9% to 2.9%, with the energy sector named as the city's demand driver.10
The Dallas cap of $184 sits below Nashville ($230), San Diego ($215) and Chicago ($202), and with tax it costs less per night than Chicago, Nashville or Denver. Fort Worth, Arlington and Grapevine, which the GSA reports as one area, posted the fastest rise of the 21 meeting cities.

2027 event cost questions, answered
- How much does a sales kickoff cost per attendee in 2027?
- About $2,750 to $2,920 per attendee for a 300-person, two-night SKO in Dallas, Las Vegas or Orlando, including round-trip air, lodging with tax, meals, two evening receptions, production and swag, before agency fees. The low-to-high range runs from about $1,460 to $3,810.
- How much does a President's Club trip cost per person in 2027?
- For four nights at a 4.5-star resort, J.Shay's worked budget comes to $9,691 per winner and guest in Scottsdale, $10,901 in Los Cabos or Cancún, $12,340 in Maui and $12,951 in Lisbon, before agency fees and tax gross-up. The 2026 Incentive Travel Index puts North American spend at $6,100 per person.
- How much will hotel rates rise in 2027?
- CoStar and Tourism Economics forecast US average daily rate up 1.6% in 2027, after 3.1% in 2026. American Express GBT forecasts Dallas corporate rates up 1.9% to 2.9%, while Madrid, Edinburgh and Mexico City rise faster.
- How much do banquet service charges add to an event budget?
- Convention-hotel menus in 2026 carry service charges of 25% to 27% plus sales tax, so a menu price of $78 becomes about $104 per person. Multiply menu prices by about 1.33 to 1.36 when budgeting.
- What is the tax gross-up on an incentive trip?
- Most sponsors pay the income tax on a winner's trip so the reward stays whole. At the 2026 federal rates, grossing up a $6,100 trip costs about $1,869 to $2,571 per winner before state tax, depending on the winner's earnings.
How this index was built
This edition combines public data, most of it published between January and October 2026, with a few earlier reference sources (tax rates, the FTC fee rule, labor contracts) dated in the source list: government statistics (BLS, BTS, GSA, State Department, EIA, USDA), benchmark owners (CoStar/STR, CBRE, LVCVA), forecasters that disclose their method (GBTA/ALTOUR, American Express GBT, IRF/SITE with Oxford Economics) and practitioner estimates (Maritz, published hotel menus). Where sources disagree, government data ranks first and trade-press citations last. Figures marked as J.Shay arithmetic show their formula next to the number.
Definitions
Per attendee per day follows GBTA's definition. Spend per person for incentives follows the Incentive Travel Index. The index does not publish its inclusions; air's 21.4% share of its budget split implies that air is included. Lodging cap is the federal maximum lodging reimbursement, excluding tax. Hotel forecasts are changes in average daily rate unless noted.
Where sources disagree
For 2026 US hotel growth, CoStar/Tourism Economics (ADR +3.1%) runs above CBRE (ADR +1.7%); this index uses CoStar as the most recent forecast that includes first-half actuals. For 2027 they nearly agree (ADR +1.6% vs +1.7%).48 GBTA's 2026 per-day meeting cost changed from $172 to $263 between its 2026 and 2027 editions, when its co-publisher changed from CWT to ALTOUR. GBTA has not explained the difference, so this index treats it as a series break and uses only the 2027 edition's figures.
